Not exactly a fair description of all "blue" areas. I've lived most of my life in Portland, OR, and Boston, both of which are deeply blue and neither of which is an impoverished dangerous cesspool like you describe -- not even in the central cities. I'd feel safer walking in virtually any neighborhood in Boston at midnight than in the "red" town in Kansas where I now live, or in the Republican-voting surburb in Oregon where I grew up.
Essentially all of New England votes Democratic now, from South Boston to Connecticut suburbs to rural Vermont and Maine, students to single moms to stockbrokers. Even New Hampshire is slowing switching to "blue", as the Dems ease up on gun control and the GOP gets more and more religous -- Southern style fundamentalists don't play well there (I lived in what is considered a conservative town in New Hampshire, but even there the two biggest churches were the Unitarians, and a UCC that had a "gays are welcome" sign out front).
And for every Democrat-voting blue-state suburbanite who cheers when the cops beat a robber, I bet there is a GOP-voting red-state suburbanite who espouses "less government" but cheers when the city council enacts strict zoning rules or regulates what colors you can paint your house.
