The weather issue is a good reason to put a scope on the top of a mountain or into LEO etc - but NOT a good reason to put it on the moon.

"detailed plans should be made to have observatory for NEO on the Moon"

Why? Why waste the money? Put it at Mauna Kea or La Palma or LEO or L1 - but putting it on the moon serves no purpose.
