So Mercury's Not A Planet? Is Titan A Planet?

Arbitrary since atmosphere is location dependent through the effect of decreasing solar radiation strength. Mercury doesn't have one due to proximity to sun, Titan has one due to distance, Pluto doesn't much of the time due to even greater distance. We don't designate certain zones as being planet zones while others aren't.
