What is its resolving power, anyways?

I heard that the imaging system on the old Mars Global Surveyor
was able to resolve detail down to 0.7 meters [28 inches] using special techniques.
Is it true that this new Mars Orbiter will be able to resolve something as small as three inches across?

Just curious.
