The General Casey document (page 7-8) is from 2004 and is relevant. CPA Order 17 was retained as a law of Iraq after the transfer of sovereignty to the Iraqi Interim Government on June 28, 2004.
SDAI-Tech1>...the Iraqi government is no longer an interim government.
Correct. The Iraqi Interim Government was replaced by the Iraqi Transitional Government in January 2005.
If you visit the U.S. Embassy Baghdad Website and go to the Iraqi Government Links page, there are fifteen links to Websites of the Iraqi Government. The first link is to the "Iraqi Interim Government," which is the Website I linked to in my previous post. "Iraqi Interim Government" is still listed in the Website's META keywords tag. The Website is copyrighted "2004 Iraqi Transitional Government." At the bottom of the home page, what looks like a link to the English language version of the Website is not a link.
SDAI-Tech1>"Under Iraqi law" refers to the new Iraqi government laws regarding Multi-National-Force soldiers.
I think it refers to the retained CPA Order 17. I don't think Brigadier John Lorimer would cite the old CPA order without good reason.
SDAI-Tech1>So, I suppose my earlier statements about this incident showing Iraq sovereignity are invalid, even though the desire by some to paint the US & British as evil oppressors in any circumstance still is quite valid.
Supposedly, the MNF, since the transfer of sovereignty, are no longer an occupation force, but are there at the pleasure of the Iraqi government; the government of Iraq, but not the courts or police, has the power to tell the coalition forces to leave the country.
SDAI-Tech1>Thanks for providing a reasoned & coherent response.
Almost anything for a fellow American.
