He's kinda hit the nail on the head (probably imagined I was the nail).
The French could maybe take a lesson from Canada, where for years the govt has been highly pro-active about hiring under-represented groups. Call it a quota if you want. It was never forced on private industry. From what I understand the French model has failed to recognize differences among groups in the population, and so has failed to recognize that some groups needed particular attention (ie, help, not monitoring, if you think that's what I meant).
It's not a huge price to pay to give people a meaningful stake in society.
