Giving people a stake in society
There's a tacit (at least, to me) entitlement mentality expressed in your line that the government should "give" people a stake. To some degree, yes, the government should at least create opportunities for people to elevate themselves economically. However, if you move to another country, it is really up to you ultimately to create that stake for yourself and make a meaningful contribution to society yourself. Still, it does appear that the French economic and welfare system makes it much harder for immigrants and citizens alike to obtain work and stop being dependent on the state.
