Novak knows who "outed" Plame, so why doesn't he just say so?

Since under the definition of the law, she wasn't a covert agent (hadn't been for more than 5 years), giving out her name wasn't a crime.

I wish people would get as upset about other security leaks as they were about this one, like for instance the Washington Post's report about CIA interrogation facilities in Europe. Who leaked that? What were the international repercusions of that leak as opposed to Plame's name (it was widely known in the DC beltway circuit that she worked for the CIA)?
