In point of fact, the Senate is properly designated as a deliberative body. They are designed to deliberate.
That is until the corporate controlled media started applying the lable of filibuster on all oppositional debate.
And until the Frist people used their majority status to change the rules to stifle legitimate disagreement. They did this by prohibiting anything to be brought to the floor that did not originate in Republican chaired committee. And since the Repubs chair all committees, nothing outside the party line can be introduced. When you feebly argue the Democrats offer no solutions to problems, this might allow you to glimpse the reasons--they are structurally precluded from doing so.
When you makka da rules the game has to be played your way. Until the people wake up and toss the scoundrels out and restaff with a new team and new rules.
