What gave you that impression?

A cycler is a large space station in an orbital trajectory that takes it from the origin planet to the target planet (roughly.) Once in place, you only have to use vehicles large enough for the short trip to the cycler when it's in the vicinity of your planet.

An advanced propulsion system capable of driving a ship to Mars in a couple of weeks, such as gas-core or fusion systems, could eventually make the cycler largely obsolete, like using ocean liners instead of jet planes to travel routinely from the U.S. to Europe.
