Not too surprising.
The French have a long history of supporting dictators and maintaining the status quo, when logic dictates housecleaning or severing support.
Look up France's political skirt and you'll find a dozen such dictator/thugs clinging underneath. Saddam was there as well.
France always gets something out of these deals - most often oil.
