Well, since life on earth has only been around for about 500 million years and considering how many Chicxulub crater type impacts happen in that time frame make the possibility low I would think.

I wonder just how large of an impact is needed for the escape velocity.

Since the universe is made of the same things you would think that life has to be out there somewhere on a planet in a habitable zone to start the process the same way earth did even if the outcome is different from what we are familiar with.
