I'm still wondering why the Iraqi army is
not being allowed to rebuild to its former strength?

ANSWER: The American government simply won't
trust the Iraqis,with a [very fragile] "democracy", to rebuild their military strength
to anything more than a fraction of its former strength.

Of course, if the Iraqi army were rebuilt to its former strength,
and if we could trust the Iraqis [I'm being sarcastic, Buck],
there would be no need for American troops there.
[again I'm being sarcastic, Buck].
