yup- In my view Cygwin (or something like it) plus Xemacs/Emacs is what turns a windows machine from a worthless lump of shi+ to a workable platform for software development (mainly by bypassing the OS!). Also, if you do the honkin full install with all the net utils, you've got a lot of fun stuff for tracing down, oh, B1ffs and Nigerian scammers (Who? Me?).
