Military or civilian. Some conservatives think we'd raise better young people if they had to do this. I don't. In any case, same as all the other times, some people would turn out more "draftable" than others.

Rangel remembers that the draft drove a lot of the anti-war sentiment in Vietnam. When the draft ended, a lot of the protesting did too.
