Rangel introduced HR2723 about a year ago (May 26, 2005...which is, interestingly enough, exactly one year ago today), and that bill was virtually identical. I'd bet that this one of those hobbyhorse issues that a Congressman keeps plodding after in spite of a total lack of interest on anyone else's part. I could be wrong, but I'd wait to see if anybody even pays enough attention to yawn.

You might also be interested to hear that impeachment bills are constantly being introduced into the House, year in, year out, no matter who's in the White House. It's rare that one actually rises to the surface and we even hear about it. 90% of what Congress does is pure fluff.
