I guess it all boils down to what is a small army.

In the case of the STS it is thousands were it could have been hundreds or less with only hours of refurbishing instead of weeks or months.

A fully reused and tileless system would have been politically unacceptable and cost many time the STS. I'm afraid the CEV will be the same sort of design.
