Nuclear thermal rockets would solve that problem.
Nuclear thermal doesn't require an oxidizer and can run off a whole host of different gases. Craft fitted with such engines could refuel pretty much anywhere and with almost anything. All they would have to do would be to fill their fuel tank with a gas and off they go. The equipment to collect the gas could be carried on board.
