Best way to do nuclear power is to run the waste storage and reprocessing on dedicated facilities like military bases, with similar security. In some locations, the power plants could be on the same site, negating transportation issues.

If transmission line technology can be improved (high temp superconductors), a lot of difficult issues involving power plant location could be resolved.
