The idea that a storage site should remain inviolable for centuries after the Fall of Civilization is a silly one, and sets the bar for storage someplace it doesn't need to be. I have seen some loopy ideas for creating some monument that could apparently be read by the intelligent descendants of squirrels a million years from now. Interesting academic exercise, but useless.
Believe me, if civilization falls, radiation from a single isolated site somewhere in the desert is going to be the least of everyone's worries, and primitive tribesmen will learn to avoid those locations the same way they learn to avoid eating toxic plants.
Just build secure facilities where the material can be accessed if necessary, and fortify them against natural disasters and attacks. You know...military facilities. That's all it takes.
