It's politically useful for the Sierra Club to be able to hit the standard DoD whipping boys on this. The real culprits, on the other hand...

Unfortunately, that particular amendment to the 2006 was aimed specifically at the Cape Wind Project, one of a number of political attacks on it, and the fallout is what you are seeing now.
