I believe you have read Dennis Wingo's "Moon Rush" and think he is right about slow and low angle impacts allowing metals and volatile to survive the impact.
The problem is the few events of this type being obliterated by later high speed impacts is most likely the case not the exception.
All the metal deposits on the Moon are destroyed, spread around and lost.
