Totally false. I have always pointed out the distinct differences between terrorists and insurgents, although there is obviously overlap in tactics and targets. Look it up.
You might also want to point out these distinctions to people in the media who lump all attacks in Iraq under the same categories, running all the way from local gang warfare to al Qaeda attacks.
