First, international police cooperation, infiltration of those groups, lots of cameras in public places (like airports, train stations), in order to avoid local terrorism.

Then remind the would be terrorists they live in our countries and must abide by our laws.

Then, the US must drop its direct interference with sovereign countries (to shrink the humiliation felt down there).

Then, the US should review its policies towards the Middle-East: cooperate with , help the Arab world as much as it does Israel. Be more balanced.
