What works for Mars...

Doesn't necessarily apply to Jupiter. Mars missions are launched every 2 years. Missions to Jupiter are once every 20 - 30 years. Galileo was launched in the '80s. The soonest this one will launch is the middle of the next decade. What makes sense is for the landers (hopefully microlanders) to remain on the orbiter until there has been a mapping phase of operation. Then the landers on board can be dropped to interesting locations.
