I have often thought of such a device. I would think as it melts its way through the ice the water left behind would freeze up the hole. However a cable leading from a Lander with a transmitter could be reeled out behind the probe as it went down. The problem with that is that a 12-mile cable would take up a lot of room and weigh a lot.
