Ok, Buck...
The EDL of a lander would have to be the mission payload, Buck. It's a tradeoff between a RADAR antenna/magnetometer boom, and a gas tank full of MMH/NTO for landing a modest payload and that's no decision at all.
Tell me why Europa's icy surface is more interesting than any other outer solar system ice nugget. You still can't get to the putative ocean, which is most of the reason the interest IS on Europa. You'll have a roomba, sitting on ice and sulfur compounds confirming for a small area what could be mostly confirmed from orbit for the whole body.
Attempt no landings there. At least not yet....
