The kid is 10.

Back in an age when a business couldn't be ruined by a lawyer if someone got bopped by a scooter outside their door, nobody would have cared.

The simplest thing would be to alter the ordinance to make exceptions for business use of such a vehicle. If they're really anal about it, they can issue a limited set of permits.
