Find one objective measure that shows that Bush is any dumber than the major Democratic leaders like Kerry and Gore. If you say it's because they talk prettier, that doesn't say much for your brains. On the other hand, diction and no record at all has gotten Obama a lot of gullible fans.
That you believe the nuts who say he was wired for the debates, including their Hoagland-style photography, also says more about you than it does about Bush.
Bush had Cheney for his testimony at the hearings. Clinton had Bruce Lindsey and Sandy Berger holding his hand. By your definitions, that must make Clinton twice as stupid as Bush.
