...and not seeing the forest for the trees...you do realize, don't you Tom, that the "National Strategy for Victory in Iraq" wasn't published until November 2005?

I tried archive.org and Google looking for earlier versions, in case this was just a revision; but apparently not.

What was the plan prior to November, 2005, Tom?
