Borat is not saying anything about Kazahkstan (though I don't blame Kazahkstanis for not getting the joke). The joke is on the people he is playing his role against - Americans. The joke is the behavior he elicits from them, the rascism, violence, ignorance he exposes in them.

It may be that this New Yorker did get the joke.
