No one is saying the bribes started the war. The bribes are why it's obvious in hindsite the UN program was unreliable when bribes reached high into the UN, just as it is now obvious Saddam was currently without wmd at the start of the war. We all know he had them in the past and had used them. Without an effective UN program I have not heard any reason why he would not have rebuilt his capability. His wmd were destroyed by UN forces early in the process when they had a credible threat of force. They most certainly were not destroyed while UN weapons teams were absent from the country and France was vociferously undermining the credibility of threats of force which is of course nothing but a coincidence with massive bribes.
