Yes, I've read recently that in part of Somalia people are now being beheaded by the Islamic Courts if they do not pray to Allah five times a day.
I should point out that in many western countries the courts have more power than elected officials. Once a law is created by government, it is almost never repealed, and the courts will use it to override anything that opposes that law, including traditional institutions. Religious groups are relying heavily on them to impose their beliefs on others, or to implement changes to the system that are more sympathetic to their religion. I think we should be aware of the fact that some groups consider one type of freedom to be superior to another, for example, religious fundamentalists believe that religious expression should supercede other forms of expression, such as those that oppose or contradict theirs. In Somalia, the courts are now the government because they given religious leaders a means of rising to power without being elected.
