It's not either/or
I like the dome idea for earth, the moon and mars, and beyond (ahem). Keep in mind the dome itself is only the tip of the iceberg, the surface area, while the majority of the base is underground. Tom's lava tubes are great for this. A good amount of tunneling equipmenton hand would allow for base expansion over the long haul.
