Underground would work for radiation.
Wouldn't solve the logistics nightmare - production of food, medicine, clothing, anything complex.
And it wouldn't provide for stimulation such as found on Earth - wilderness, waterfalls, etc.
It would be like taking a barnyard chicken and sticking it in a 2 x 2 x 2 wire cage.
Unpleasant.
