Maybe not...
If this is indeed what it seems, and not an accident or an exaggeration, there's nothing stupid about it. The Chinese are letting us know they can quickly neutralize, or at least threaten, our advantages in communications, navigation and reconnaissance in the event of a conflict, and that they can endanger our assets without even having to take the provocative step of targeting them directly.
I'm sure they'll be willing to negotiate some sort of international control on this kind of activity, but it will cost them little to give it up, and it may cost us plenty to get a deal.
