At some point, it would have become one. As long as the primary motivators behind the issue are political, same as with the war in Iraq, eventually the discussion will have to become political.
In the realm of pure science, the issue boils down into "we really don't know what's going on. Here's a pretty good guess." It's what people do with that that makes all the fireworks.
