An authorized shipment of serial-numbered guns from Austria to Iran, found in terrorist hands, is going to be a bit harder to explain.
Either the government was in on it, or there are factions in Iran powerful enough to divert a highly-controlled weapon from its intended use to terrorists in Iran.
Neither is attractive.
