Motomaster sells portable power cells for starting cars with dead batteries. Of course this would be inadequate for electric cars. A small portable hydrocarbon generator could be stowed in the trunk in the same way, with a fast charger and enough fuel to charge the car for maybe 5-10 mile range. That might be enough to reach the nearest charging station. An APU would be built-in though, instead of stowed for emergencies. I'm not sure which design would be best. If it was optional, people in the city could save money because they would probably never need it - a simple extension cord could reach a nearby power outlet. Then we're back to the argument of whether it should be optionally built-in, or completely separate portable unit stored in the trunk, and sold separately.
