"Bush has done fairly well at the things he's had no choice but to do, "

Not really. Have you forgotten about Katrina? A lot of the Bush program is ideologically driven, so even if we don't like how things are turning out, it could just be that we disagree with his philosophy, his partisans feel they are successes because that's exactly what they set out to do. Hobbling the environmentand health care are perfect examples. A more telling example is FEMA. When your fundamental philosophy is that government doesn't work, can't work, and shouldn't work, you're not going to put much effort or creativity into making it work.

Disaster management and emergency response are like war, no one thinks it can be handled by the free market, that's why we have paramilitary agencies dealing with them. We're lucky that only Katrina has severely tested our emergency response system. (9/11 was handled by competent local authorities, ironically, led by a capable and non-ideological Republican). There's no way Katrina could have been a cakewalk, it was a true disaster that made even the killer Florida hurricane damage pale by comparison, but the collapse of our response due to lack of proper administrative attention beforehand speaks volumes for the neoconservative inability to manage large bureaucracies effectively, even the ones it grudgingly accepts it can't work without.
