I've been trying to think of a "war" which was "won" after the occupiers:
disbanded the army, the former police- and servicemen heading into the countryside to become guerillas, then
abandoned the population to anarchy by
overseeing the destruction of the civil infrastructure, including security and justice functions, both the
human element by disbanding, and
the physical element by encouraging looting, and
failed to occupy the physical territory, thereby substituting for the civil infrastructure, leaving the area wide open for guerilla attacks on those occasions when they ventured out.
I know that failure to occupy the territory didn't work in Vietnam and occupying the territory did work in Korea to the extent there was a "front" at which to fight.
I can't recall a situation where the continual presence of feet on the ground weren't required. Surrogate feet were OK, if the leadership was subservient to the occupiers, such as the British and German occupations of India and France. (I know, there was a Resistance, but it wasn't on a grand scale.)
I'm not saying it hasn't happened, just that I can't recall one.
