Somehow I doubt it. What set off alarm bells was the telegraph article's statement that 'For the BBC, however, his story is "too positive" about the conflict.' The quotes would lead you to believe that somebody at the BBC gave that reason for cancelling the movie.
But only in the very last line of the article do we discover that the quote didn't come from the BBC: "A spokesman for the BBC admitted that it had abandoned the VC project but refused to elaborate." So if nobody at the BBC talked to the article's author, then "too positive" isn't the quote it seems to be, but only the author's opinion disguised as a quote.
A quick google turned up a dozen or so references to the controversy, but every one of them was a RightWing outlet (including Fox "News") that only parroted the telegraph article (in some cases, the same words without attribution...hmmmm). There's no independent corroboration of the reasons for the cancellation.
I'd give it about 50/50 odds that the RightWing echo chamber has once again gotten out in front of its headlights in its passion to smear somebody who doesn't genuflect to their ideology.
