True, it was specifically written about withdrawal from bases in what is now Yemen.

You are, of course, free to apply a poem about a peacekeeping and civilizing power withdrawing itself from the world only to that specific circumstance, in much the same way as "Flanders Field" applies only to a particular WWI battlefield in Europe.
