You are, of course, correct about the abuses of colonialism, particularly in places that already had a long tradition of complex civilization like China and India. "Peacekeeping and civilizing" was a bit one-sided.
Still, some Third World countries have parliaments and democratic traditions today instead of authoritarian governments because of British colonialism.
