Not worth the money.
Any shelters designed to protect against a nuclear conflagration including airborne radiation would be overbuilt for most natural problems.
And way, way too expensive.
Build libraries instead. Add "Understanding, Negotiation, Mediation and Reconciliation" schools to universities. Start teaching how to constructively bring people together instead of allowing [profit-driven demonization and propaganda.
Would be cheaper and more fun.
