Not that much money.

I hate to be blunt about this, but you really don't know what you're talking about. Do some reading. Surprisingly little preparation and money would greatly increase the chances of surviving many kinds of disasters, and I would have no objection to the government encouraging or supporting this via a robust civil defense system.

As for negotiations, the kind of people who would place an atomic warhead on a U.S. city, or for that matter, fly airplanes full of weeping men, women and children into skyscrapers, are largely immune to fluffy-headed seminars on Bringing People Together.

But then, the delusion that it's All Our Fault is quite comforting, since then the only thing that needs to be changed is our Evil Administration and non-fluffy attitudes, and hey, that's easy and painless, right?

If Hillary Clinton and Nancy Pelosi were running things, it would All Just Go Away. If Al Gore had been president, he would have caught the terrorists ahead of time, and no others would ever have followed.

Maybe Nancy could go and have a nice talk with the leaders of al Qaeda. They'd come around for sure.
