Like anything else a little preparation goes a LONG way. A private organization with government support and endorsement is probably the best way to bring about construction of many of the so badly needed shelter facilities. Waiting for the government or universal will of the people is futile. This is another job for the "molders" I mentioned in a previous post. The inspired ones will build them and the sheep and naysayers will use them when the time comes.
