Here is how the UN I envision would take care of dictators who violate human rights.
This is a hypothetical situation. Say the Blue Countries all belong to the UN and the gray ones are the ones ruled by these dictators.
The Yellow borders represent borders that are secure. No arms get through. No insurgents get through. These UN countries play a big role in the strategy and success of the operation..
The red arrows represent arms and other supplies being fed to the dictator’s regime. The Brown lines are the UN blockades to stop this flow.
The Purple arrows are pressure from the neighbors. The Green arrows are pressure from the UN. This pressure is, at first, non-violent means- diplomatic talks, control of supplies, stuff like that. That failing, this pressure becomes one of force.
In this example, the UN would free one country at a time based on the situation of each country.
When they were done, those three countries would be part of the UN. Eventually, in theory, the whole world would become a place where all enjoy human rights.
I see myself using the term Free World, yet does China fall in that realm? I guess I need to come up with a term that describes countries who’s citizens have basic human rights, for I think China is one of those. It is not so much a countries ideology, but rather do the people have human rights.
