There's a limit on how small you can make a power source that radiates enough power to be picked up by the cell phone system, never mind some kind of satellite. The current chips re-radiate a weak signal when beamed by a sensing scanner (don't know the exact tech details), and a receiver a few feet away can pick this up. A radio wave that fired enough power into you to make a non-powered "chip" radiate a signal that could be picked up miles away would probably boil your eyeballs.
Even if you do postulate a future-tech "chip" sized radio beacon with some kind of self-contained nuclear or bioelectric battery, the number of ways you could block it if you wanted to are legion, and unless it's implanted deep inside your body (not under the skin where I've seen them), it can be removed quite easily, too. The concept is inherently voluntary--as with the Star Trek episode "Court Martial," a Phase One Search assumes that the person searched for wants to be found.
