The answer is still no.

I'll take your points one by one.

* life terms for most violent crimes against persons

Everyday there are violent criminals released from prisons due to lack of space and/or lack of funding to keep them locked up. Everyday there are violent predators released by judges who don't think they're that big of a problem. Everyday violent criminals escape from prison and prey upon other people. The cost of housing all of these animals runs into the tens if not hundreds of billions of dollars a year. Have you seen some of the latest maximum security prisons? They cost over a billion dollars to build. Why not put all off this money to better use?

* civil punishment for crimes against property (heavy fines and restitution)

Most vandals don't have the money to pay for their own lawyer, let alone pay for any damages they may have inflicted on another person's property.

* no punishment at all for crimes without victims (drugs, prostitution etc.)

Do you really consider drugs to be a victimless crime? Our healthcare system is approaching a meltdown due to drug related injuries. Here's a very informative article for your reading enjoyment. Below is a very disturbing quote:

As many as a third of Vanderbilt's burn cases at a given time in the past year have been meth-related. "If we continue to take on this large burden" of $5 million to $10 million per year in uncompensated care, says Dr. Jeffrey Guy, Vanderbilt's burn director, "I don't know if we will have a burn unit five or 10 years from now." Across the state line, the Mississippi Firefighters Memorial Burn Center suspended new admissions in May and may need to shut down permanently. Part of the reason: the financial strain from treating meth-lab burn patients.

Still think drugs are a victimless crime? I think our entire society is being victimized by these deadbeat losers. Where's little Bill Mumy when we need him? Cause there's a whole lot of people that need to be sent to the cornfield!
